The CDER Library is designed to be a federal-wide, online searchable repository for grants-specific data standards, definitions, and context. It was authorized jointly by the Council on Financial Assistance Reform (COFAR) and the Office of Management and Budget (OMB) in June 2014 to facilitate federal and recipient community use of common data standards and the implementation of the DATA Act. The CDER Library addresses implementation of standardized reporting elements by incorporating data element attributes.
The CDER Library test models will help identify recommendations to improve the accuracy and speed of grant lifecycle forms completion to help reduce grant recipient reporting burden.
The CDER Library is shaped by federal and recipient community feedback; your input will ensure the tool is comprehensive, accurate, and easy to use.
CDER Library – Test 1
Hypothesis: If grant recipients are provided with definitions of data elements through the CDER Library, then they will be able to accurately complete forms in a timelier manner and therefore reduce burden.
Test: Provide grant recipients with data element definitions to identify potential changes in accuracy and speed of grant lifecycle form completion.
CDER Library – Test 2
Hypothesis: If duplication across forms can be identified using the CDER Library, then agencies can update/reduce forms to reduce recipient burden.
Test: HHS DAP will use the CDER Library to view data element similarities between government forms and determine recommendations on forms consolidation. Data elements in available forms will be compared to each other to determine the percentage of duplication. Forms with a high duplication percentage will then be analyzed further to determine recommendations.
