Region 5- Office of the General Counsel (OGC)

Mission

The Office of the General Counsel of the United States Department of Health and Human Services, Region V, provides a broad range of legal services to all the Department components located in the Region, which consists of the states of Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin. We are responsible for litigation involving the Health Care Financing Administration, Administration for Children and Families, and other agencies within the Department. In addition, we handle many trial-type administrative hearings involving the Department's programs and personnel issues. The attorneys also provide legal advice to the Department's regional office staff regarding the operation of the various programs.

The Office of the General Counsel does not provide legal aid or assistance to the general public. Our client is the Department of Health and Human Services, and while that department affects nearly all Americans, we are precluded from providing legal services to citizens on an individual basis.
