HHS recognizes that there is deep commitment from a wide range of stakeholders to accelerate progress in addressing viral hepatitis in the United States and that many innovative efforts are taking place all across the country. These contributions to our national response are vital. Winning the fight against viral hepatitis will require the action of all parts of society—federal, state, tribal, and local governments; nongovernmental organizations such as health care providers, health systems, payers, community- and faith-based organizations, and academic institutions; advocates, patients, and their families.
The number and type of stakeholders engaged in viral hepatitis have expanded in recent years as awareness has grown and effective tools have become available. Non-federal and community stakeholders bring unique expertise and invaluable knowledge of their communities and constituents. These stakeholders can leverage community capital to help develop holistic responses to viral hepatitis that meet their specific needs. In order to achieve the goals of the Viral Hepatitis National Strategic Plan, we must encourage and foster such efforts, and work together across all sectors to share expertise, effective strategies, and tools. Supporting the expansion of partnerships and innovation is critical for achieving the Viral Hepatitis Plan’s aim: the elimination of viral hepatitis as a public health threat in the United States.

Partner Planning Guide
The Viral Hepatitis National Strategic Plan: A Roadmap to Elimination 2021-2025 (Viral Hepatitis Plan) is a new phase in the fight against viral hepatitis in the United States which aims to eliminate viral hepatitis as a public health threat by 2030. The Viral Hepatitis Plan provides goal-oriented objectives and strategies that can be implemented by a broad mix of stakeholders at all levels and across many sectors, both public and private, to reverse the rates of viral hepatitis, prevent new infections, improve care and treatment and ultimately eliminate viral hepatitis as a public health threat in the United States.
Everyone has a role to play in the battle against viral hepatitis. To support your efforts to build and strengthen viral hepatitis activities, we recommend a resource developed under the previous National Viral Hepatitis Action Plan 2017-2020, the Partner Planning Guide.
The Partner Planning Guide (Guide) is a tool designed for use by individuals, groups, and organizations that are conducting strategic planning efforts for hepatitis B (HBV) and/or hepatitis C (HCV). The Guide can help you, your agency, or organization assess existing activities and plan new ones. It was developed to align with the National Viral Hepatitis Action Plan 2017-2020, but remains useful for strategic planning and implementation of the Viral Hepatitis Plan and contributing toward reaching the national goal to eliminate viral hepatitis as a public health threat.
