Executive Summary

The Administration for Children and Families’ Office of Administration (OA) facilitates or provides services across multiple administrative areas, including grants policy and management, employee development and training, organizational development, ethics, equal employment opportunity, and procurement. As a result, OA: 1) lacks unified processes even where functional overlaps exist (e.g., a new employee interacts with facilities, human resources, and training); 2) has not clearly articulated its role and responsibilities for each service area (e.g., policy advisor, quality review); and 3) lacks a unified brand identity. This team will identify ways in which these service providers can provide proactive and customer-focused services to its internal clients.
