Katherine Chen

Katherine Chen is the Director for Operations and Management for the Federal Occupational Health Portfolio within the Program Support Center. In this role, Ms. Chen oversees mission support services including budget, human resources, procurement and logistics, and information technology.

Prior to joining the Federal Occupational Health Portfolio, Ms. Chen served as a Senior Advisor to the PSC Director on strategic initiatives and agency priorities, responsible for coordinating across offices on division-wide projects and activities to ensure integrity, consistency, and transparency in organizational processes.

Ms. Chen has spent the majority of her federal career in HHS. She served within the Assistant Secretary for Financial Resources where she managed the budget formulation and funds distribution for multiple appropriations within the Office of the Secretary, providing technical assistance to staff divisions, and liaising with Office of Management and Budget on budget requests, apportionments, and proposed program legislation. Ms. Chen also served as a change management lead partnering with stakeholders across the Department to develop enterprise solutions to crosscutting challenges as part of an HHS transformation initiative. One of her major areas of focus was advancing the effort to increase data access, integration, and analytics capabilities to empower agencies to make informed business decisions.
