Debt Collection

The Debt Collection Center has provided debt collection services to customer agencies since it was established in 1995. In May 2002, the United States Department of the Treasury designated the Program Support Center as a debt collection center. This Treasury authority is certified through January 29, 2023.

Debt Collection Services offered to all federal agencies include:

  • Manage debts using PSC’s Debt Management Collection System
  • Customized demand letters
  • Repayment Agreements and monthly billing statements
  • Referrals of debts to:
    • U.S. Department of Justice for enforced collection
    • U.S. Department of the Treasury’s Cross-Servicing Program and Treasury Offset Program
    • HHS’ Office of Inspector General for Medicare and Medicaid participation exclusion
    • Private debt collection agencies
  • Administrative wage garnishment
  • Credit bureau reporting
  • Regulatory and ad hoc reporting
  • Internal Revenue Service (IRS) 1099C and 1098E reporting
