Deputy Assistant Secretary for Human Resources (Acting)

J. Blair Duncan is the Deputy Assistant Secretary for Human Resources (Acting) for the Department of Health and Human Services (HHS).

Mr. Duncan is a retired Army Veteran who holds a Master of Public Administration degree from Troy University and a Bachelor's degree in Environmental Science from Shippensburg University. Mr. Duncan joined HHS with over 25 years of experience in human resources and human capital management while serving in operational and strategic positions in the U.S. military, private sector, and U.S. government. Following his military career, Mr. Duncan worked for almost a decade in DC-area consulting firms providing all categories of human capital solutions to agencies across the Federal government including workforce and succession planning, organizational analysis and design, and the development of organizational human capital strategies. Prior to joining HHS, Mr. Duncan conducted strategic workforce planning within the National Oceanic and Atmospheric Administration in the Department of Commerce.
