WHRSC provides human resources (HR) service delivery to approximately 10,000 employees for the HHS Office of the Secretary Operating Divisions/Staff Divisions (OPDIVS/STAFFDIVS). We are responsible for administering and managing various human capital programs to include classification, position management, staffing, strategic recruitment, pay administration, benefits and retirement counseling, personnel actions processing, and records management. WHRSC recruits, develops, and helps organizations retain a highly qualified, engaged and diverse workforce who carry out HHS’ mission.
