Attorney Advisor (Washington, DC) – Multiple positions

The Departmental Appeals Board at the U.S. Department of Health and Human Services is currently seeking applications for several Attorney Advisor positions in its Washington D.C. offices.

Who May Apply: This vacancy announcement is open to all US Citizens and may be used to fill multiple positions.

Duty Station:Washington, DC

Grade: Positions at the following grade levels may be filled through this announcement:

  • GS-905-9/11/12/13 Attorney Advisor (several vacancies)
  • GS-905-14 Lead Attorney Advisor (few vacancies)
  • GS-905-15 Supervisory Attorney Advisor (few vacancies)

Salary Range: $59,534.00 to $170,800.00 /year

Open Period: Continuous announcement (open until all positions filled). Applications will be reviewed on a rolling basis.

Job Summary: DAB attorneys are assigned to one of the DAB's five divisions or to the Immediate Office of the Chair, which provides staff support to the DAB Chair and operational support to the adjudicatory divisions.

DUTIES

Depending on grade level and assignment, duties may include:

  • Provides authoritative legal advice, staff support, and assistance to Board Members, ALJs, AAJs, Division Directors, or others involved in matters for which the assigned Division is responsible, on substantive and procedural issues.
  • Reviews assigned cases to resolve legal disputes.
  • Prepares drafts of decisions, rulings, orders or memoranda containing legal analyses and/or analysis oldie evidence presented in a case.
  • Serves as the DAB representative in dealings with the parties in an assigned case or with others.
  • Provides assistance to lower level attorneys in particular types of cases, as assigned.
  • Provides mediation services and guidance, training, and information on ADR techniques.
  • Completes other assignments and special projects, as assigned.
  • At the GS-14 level, provides direction on to subordinate attorneys and staff.
  • At the GS-15 level, serves as first level supervisor to subordinate attorneys and staff.

Positions may be filled at the GS-9, GS-11, GS-12, GS-13, GS-14, or GS-15 levels, depending on experience and assignment.  Supervisory positions are limited.

QUALIFICATIONS REQUIRED

Salary will be commensurate with education and experience, and dependent upon assignment.

All applicants must possess the following minimum qualifications at the time of application:

Education: Must possess a Juris Doctorate (J.D.) or Bachelor of Laws (LL.B) from a school of law accredited by the American Bar Association (ABA).

Bar Membership: Must possess a current active bar membership in good standing. Admission to the bar of any State, territory, Commonwealth of Puerto Rico, District of Columbia, or Federal Court is acceptable.

CONDITIONS OF EMPLOYMENT

  • U.S. Citizenship required
  • Must maintain active bar membership in good standing throughout employment.
  • Security and Background Requirements: If not previously completed, a background security investigation will be required for all appointees. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements may be grounds for appropriate personnel action. In addition, if hired, a background security reinvestigation or supplemental investigation may be required at a later time. Applicants are also advised that all information concerning qualifications is subject to investigation. False representation may be grounds for non-consideration, non-selection and/or appropriate disciplinary action.
  • E-Verify: If you are selected for this position, the documentation that you present for purposes of completing the Department of Homeland Security (DHS) Form I-9 will be verified through the DHS "E-Verify" System.
