ACF modified the language of this measure to reflect that asylees have actually been in-country for a number of years by the time they get asylum and become eligible for Matching Grant services. In addition, Cuban referrals, who are often detained after arrival, can only enter the program after release from detention, which could be several months.

CMS MCR23 Revised FY 2019 target Revised FY 2019 target from 32 percent to 28 percent. Changed FY 2019 target because:

The Bipartisan Budget Act of 2018 institutes three key changes to Medicare Part D's "donut hole" (Coverage Gap) for applicable beneficiaries, effective January 1, 2019, which change the parameters that the FY 2019 target is based on. These changes are:

1. Closes the coverage gap in 2019 for brand drugs (one year earlier);
2. Permanently increases pharmaceutical manufacturers' discount for brand drugs from 50 to 70 percent and decreases the share for plans from 25 to 5 percent;
3. Removes the exclusion of biosimilars from the Coverage Gap Discount Program.
CMS MCR31 New baseline Establish new baseline for FY 2018 Implemented a revised, shortened version of the survey which results in substantive changes to the Shared Decision Making Summary Survey Measure. The 2018 performance period will be a developmental year.
CMS MIP1 Revised targets TBD Approved by OMB that starting with FY 2017 CMS will now establish a target for only the next fiscal year.
CMS MCR30 Discontinued performance goal Discontinue measure after 2018 reporting and replace it with a new developmental goal focusing on APM downside risk Discontinued the performance goal in order to focus on a new measure that incorporates the downside risk by APMs.
CMS MCR36 Added performance goal Increase the percentage of Medicare health care dollars tied to Alternate Payment Models (APMs) incorporating downside risk Added this developmental measure as a replacement to the current MCR30 performance measure.
CMS QIO7.2 Revised performance goal name Demonstrate improvement in nursing home health care quality by reducing the number of one-star nursing homes Revised the title of the QIO7.2 to explain more clearly what the performance measure is tracking.
CMS QIO11 Revision to methodology Updated the calculation methodology. Revised the calculation methodology from prior years based on two significant events that impacted the calculation: Changes to the Hospital Inpatient Quality Reporting Program and the conversion from ICD-9 to ICD-10 coding. As a result, the agency has revised previous targets and amended future targets to be consistent with the new methodology.    
FDA 292202 Discontinued performance goal Increase the number of people for whom FDA is able to evaluate product safety through Mini-Sentinel/Sentinel system Discontinued the current measure with the intent to replace it with a measure based on data from more complex analyses.
FDA 292203 Added performance goal Number of medical product analyses conducted through the FDA's Sentinel Active Risk Identification and Analysis (ARIA) system. Replaced 292202 performance measure with a measure based on data from ARIA. ARIA employs more sophisticated analytical methods to analyze and report data that support regulatory decision-making.
HRSA 29.IV.A.3 Revised performance goal name Track the number of unique individuals who received direct services through Federal Office of Rural Health Policy (FORHP) Outreach grants, subject to the availability of resources Changed "receive" to "received" and added "unique" to the performance goal title to match the performance goal in the HRSA Congressional Justification.
HRSA 4.I.C.2 Revised performance goal name Support field strength (participants in service) of the National Health Service Corps Revised the performance goal name to clarify the topic of the performance goal.

NIH SRO-5.3 Revised performance goal name and period of performance By 2023, identify risk and protective alleles that lead to one novel therapeutic approach, drug target, or pathway to prevention for late-onset Alzheimer's disease. Extended the period of performance from FY 2020 to FY 2023. Due to unanticipated cost savings for sequencing, the study will include more subjects in its sample. Consequently, the study will require additional time to analyze the expanded sample.
SAMHSA 2.3.19K Revised performance goal name Increase the number of substance abuse treatment admissions with Medication-Assisted Treatment (MAT) planned as part of Opioid Use Disorder Treatment Revised the performance goal name to clarify its focus on admissions.
