Judge Tobias was appointed as Chair of the Departmental Appeals Board on April 29, 2007. She previously served at the United States Department of Veterans Affairs as a Chief Veterans Law Judge of the Board of Veterans’ Appeals. In addition, Judge Tobias served as Counsel to the Chairman and was also a staff attorney. She received her Juris Doctorate from Cornell University and a Bachelor’s Degree from Saint Augustine’s College. Judge Tobias lives in Maryland with her husband and has two children.
