CAPT Paul Reed M.D.

Deputy Assistant Secretary for Health, Medicine & Science

CAPT Paul Reed, M.D. assumed the role of Deputy Assistant Secretary for Health (Medicine & Science) in July 2019.  As the DASH(M/S), Dr. Reed’s primary responsibility is to provide oversight, coordination, and direction of activities pertaining to: complex public health and emerging science issues; the continuum of medical research – including basic and clinical science and health services research; and public health issues requiring expert medical analysis and policy advice.

Previously, CAPT Reed was assigned to the Uniformed Services University as Associate Professor of Global Health in the F. Edward Hebert School of Medicine.  During his tenure at USU, CAPT Reed also held leadership positions as the Deputy Director at the National Center for Disaster Medicine and Public Health, and Interim Center Director and Director for Doctrine and Strategic Partnerships at the Center for Global Health Engagement.  CAPT Reed maintains faculty appointments in Global Health, Military and Emergency Medicine, and Pediatrics at USU, in Bethesda, MD.

CAPT Reed has extensive experience in operational medicine and applied public health and has published and taught about preparedness and disaster health issues. He has served in numerous capacities in both domestic and international humanitarian assistance and disaster response activities.  CAPT Reed was the senior medical planner and chief medical officer responsible for the establishment of and clinical operations in the only U.S. Government run Ebola treatment unit in West Africa in 2014. From 2009 to 2014, CAPT Reed served in the Office of the U.S. Surgeon General as the Deputy Director for Operations in the Division of Civilian Volunteer Medical Reserve Corps and Director for Global Health Operations for the U.S. Public Health Service.

For his service, CAPT Reed has received numerous awards, including a Meritorious Service Medal and the Surgeon General’s Exemplary Service Medal.  In 2015, CAPT Reed was recognized by HOSA-Future Health Professionals as their 2015 keynote speaker and inaugural recipient of their National Health Professional Role Model award.

CAPT Reed began his career as a uniformed medical officer with the U.S. Navy in 1994, after graduating from Boston University School of Medicine.  Dr. Reed’s clinical practice was in primary general pediatric care and pediatric rheumatology. He served in the U.S. Navy for over 14 years, culminating as the Department Head of Pediatrics at the National Naval Medical Center in 2008.
