Identifying and developing tools and strategies to enhance the grant application success of emerging Native organizations.

Executive Summary

The mission of the Administration for Native Americans (ANA) is to promote the goal of self-sufficiency and cultural preservation for Native Americans by providing social and economic development opportunities through financial assistance, training, and technical assistance to eligible tribes and Native American communities, including American Indians, Alaska Natives, Native Hawaiians and other Native Pacific Islander organizations.

ANA provides funding for community-based projects that are designed to improve the lives of Native children and families and to make a positive impact on the conditions of Native American communities.

Applicants for ANA funding are usually small organizations, and this may be their first source of federal funding and often have a great need to improve the conditions or address a problem in their community.

ANA funding is very competitive – only the strongest, highest scoring
applications will be considered for funding. In some years, only the top 10% of applications receive funding. Some applicants have told us that it took 3 attempts to apply before they received an ANA grant. Applicants need more resources and support to navigate the journey to receive federal funding.

Applicants have various levels of capacity and challenges that limit their ability to submit a competitive grant application. It’s unknown what one thing would make a difference – but a variety of tools could be developed to address what they need. An ANA Grant Application Toolkit may be the solution.
