The Training Innovation Project

Building an improved user experience for HHS staff.

Executive Summary

Employees of HHS search for and access various trainings online through what’s called the HHS Learning Management System. This includes required annual trainings, such as that for privacy or security awareness. While others are optional, such as for professional growth and development.

This team has worked extensively with HHS learning systems, both as users and as administrators. Some experiences with HHS’ learning ecosystem are acceptable, while many others fall far short of the level of excellence achieved by other learning ecosystems whose models we should aspire to.

The team has identified a number of challenges for learners (staff) and managers:

  • Difficulty accessing learning systems
  • Confidence in the personalized list of required training
  • Finding training
  • Launching content
  • Monitoring and reporting
  • Poorly designed learning experiences

These challenges result in the proliferation of shadow systems, unnecessarily complicated processes for generating reports, wasted time, and frustrated learners.

This project imagines a simple and elegant technology whose user interface allows learners and managers to easily locate, launch, and track targeted training. If this works, our users will get exactly what they need, when they need it, in a way that makes them happy to interact with the system.

Milestones

March 2016: Project selected into the HHS Ignite Accelerator
April 2016: Time in the Accelerator began

August 2016: Scoping the user experience build with current learning system contractor
