Who It Serves

Eligible providers who diagnose, test, or care for individuals with possible or actual cases of COVID-19, and have health care related expenses and lost revenues attributable to COVID-19.

How It Works

Providers receive automatic payments and/or apply for payments.

Why It Matters

Providing financial support to providers who experienced lost revenues and increased expenses during the pandemic in order to maintain national health system capacity.

$119+ billion obligated to 410,000+ unique providers paid in 650,000+ payments.

COVID-19 Claims Reimbursement to Health Care Providers and Facilities for Testing, Treatment, and Vaccine Administration for the Uninsured Program (UIP)

Who It Serves

Eligible providers who have provided COVID-19 testing, treatment, or vaccine administration to uninsured individuals.

How It Works

Providers check patient eligibility, submit claims electronically, and receive payment for approved claims.

Why It Matters

Creating access to COVID-19 testing, treatment, and vaccine administration for the uninsured, by reimbursing providers who provide these services, to help end the COVID-19 pandemic.

$6.5+ billion reimbursed across 14 million+ claims.

COVID-19 Coverage Assistance Fund (CAF)

Payment Mechanism

Claims reimbursement based on services rendered.

Who It Serves

Eligible providers who have administered COVID-19 vaccines to patients whose health insurance doesn’t cover vaccine administration fees, or does but typically has patient cost-sharing (“underinsured”).

How It Works

Providers check patient eligibility, submit claims electronically, and receive payment for approved claims.

Why It Matters

Expanding vaccine access for underinsured patients, by reimbursing providers who provide these services, to help end the COVID-19 pandemic.

Program Impact (As of 5/28/21)

Program launched and began accepting claims on 5/3/21.

PRF General and Targeted Payments

Eligible providers for General Distribution payments have included Medicare, Medicaid, and Children’s Health Insurance Program participants, as well as some health care providers who are private pay or accept commercial insurance (e.g. assisted living facilities, behavioral health, and dentists). Funds have also been allocated to specific provider groups via Targeted Distribution payments, including:

  • Hospitals in COVID-19 high impact areas
  • Indian Health Service (IHS) and Tribal providers
  • Rural providers
  • Safety net hospitals
  • Children’s hospitals
  • Skilled nursing facilities
  • Nursing home infection control

PRF Terms and Conditions

Providers must attest to program Terms and Conditions in order to receive payment, such as: 

  • Eligible providers may use funds to prevent, prepare for, and respond to coronavirus, and for related expenses or lost revenues attributable to coronavirus.
  • Funding cannot be used where another source has reimbursed or is obligated to reimburse those expenses or losses.
  • Provider and payment information for entities that have attested to at least one payment is posted to an HHS Public Use File (PUF).
