The Health Resources and Services Administration's (HRSA) Federal Office of Rural Health Policy (FORHP) will be releasing a Notice of Funding Opportunity (NOFO) for a new Rural Maternity and Obstetrics Management Strategies (RMOMS) Program — (HRSA-19-094). HRSA plans to fund three awards to formal or established networks serving rural communities as part of this funding opportunity.

Successful RMOMS award recipients will improve the access to and continuity of maternal and obstetrics care in rural communities. Award recipients of this pilot program will work with FORHP and HRSA's Bureau of Primary Health Care and Maternal and Child Health Bureau to dedicate the first year to planning activities and the second through fourth years to implementing activities that address the program's focus areas: rural hospital obstetric service aggregation, network approach to coordination of a continuum of care, leveraging telehealth and specialty care, and financial sustainability approaches.
All domestic public and private entities, nonprofit and for-profit, will be eligible to apply and all services must be provided in HRSA-designated rural areas (as defined by the Rural Health Grants Eligibility Analyzer). For the purposes of this program, the applicant must have a network composition that includes:
- at least two rural hospitals or Critical Access Hospitals;
- at least one Federally Qualified Health Center (FQHC) or FQHC look-alike;
- State Home Visiting and/or Healthy Start Programs if regionally available; and
- the state Medicaid agency.
The applicant organization must be part of a group of entities that are either an established or formal network, that may need to be expanded to meet this program's network definition. At least one of these entities must be located in a HRSA-designated rural area.
